Yes, certain areas in Ladakh require Inner Line Permits (ILP) for domestic tourists and Protected Area Permits (PAP) for international tourists. Few neighbouring countries and in some exceptional cases like diplomatic passport holder etc might require a special permission from the ministry in Delhi.
